THE problem with sugar is nothing new to Eddy Abdurrahman. As a longtime Customs official in Medan, North Sumatra, his name is well-known to the local sugar traders, both the good and the dark ones. In September 2002 he moved to Jakarta after being appointed Director-General of Customs. In this position, Edy was made busy managing sugar, which has lately become an illegal commodity.
