RAHMADI squats beside a puddle of muddy water the size of a basketball court. He is stumped. Never in his life had the 42-year-old man dreamed that his home would be inundated by water that never seems to recede. Not only did it get into every room in the house, but the refuse-ridden water also seems to be turning into a permanent pool surrounding the house.
