Sanctions Aren't for Sandbaggers

From August to September, the Indonesian Navy and local fishermen arrested four illegal sand dredgers in Riau waters. None were processed through the courts.

Impotent law enforcement, lax supervision, and a lack of coordination between permit granting departments have all contributed to sand theft on a massive scale. Apart from one case involving the illegal dredger MV Amsterdam Zeist in early 2001, no other cases involving illegal sand dredging have been processed through the courts, although several ships have been caught in flagrante.
