The 31-year-old woman is irritated because she has to pay such high administration fees for various bills, from electricity, cable TV, to credit cards. In total, she spends Rp25,000. “Although small, when you accrue it over a year the total is not small,” she says.

There is another thing that gets on the nerves of the Bogor resident. On the slip of her telephone bill she
