HE is known for his composure and his civility. But in the last two weeks Juwono has been unleashing a few sharp words against Singapore. At the core of the matter is the resumption of the ratification of the Defense Cooperation Agreement (DCA) between Indonesia and Singapore.

Since April 27 the treaty has been signed by both parties, but its fate today hangs in the air. It seems Singapore’s Senior Minister, Lee Kuan Yeuw, rejects the clause o
