HE SUCCEEDED as a leader thanks to his stern temperament. Because he considered him stubborn, 36 years ago President Sukarno appointed Ali Sadikin Governor of Jakarta. It was felt that his leadership style was just the thing to deal with the disorderly condition prevalent in the Indonesian capital. As it turns out, Sukarno made the right choice. Sadikin, a navy general, was able to transform Jakarta from a purely administrative capital into a cen
