At a restaurant in Hotel Harris two weeks ago, four tax auditors gave the appearance of having lunch. Yet, the reason for leaving their office in South Jakarta was not simply to share a repast. It was obvious they were waiting for someone else. When two hours passed and the person failed to show up, they left the hotel.

Little did they know that not far from Hotel Harris, at a Padang restaurant in Tebet, South Jakarta, a group of officials fro
