With little supervision and lots of help from corrupt warders, Jakarta's penitentiaries have now become the easiest places from which to distribute drugs.

In mid-November, Sri Rejeki wasarrested by drug enforcement officers from the Greater Jakarta Police on charges of drug trafficking. The police discovered 200 grams of heroin in two plastic bags, hidden in her underpants. She had just met with her husband, an inmate of African origin, at the Bulak Kapal penitentiary in Bekasi.
