DURING the Dutch colonial period, the basis of Indonesia’s criminal administrative law was the Reglemen Indonesia, which was later revised and renamed the Het Herziene Inlandsh Reglement (HIR). In 1981, the Indonesian legislature deemed this legislation incapable of meeting Indonesia’s modern legal needs. The HIR was revoked and replaced with Law No. 8/1981 on Criminal Code Procedures.
