The fate of the Kum Jin Gang could be a consequence of stricter controls over Indonesian waters imposed by the Indonesian Navy. The number of foreign ships arrested in Indonesia has increased significantly over the past year. In 2003 alone, six foreign fishing trawlers have been shot at and five of those subsequently sunk.
