JUST like a manpower registration office. That is the atmosphere that prevails in a 7x5 meter room on the eighth floor of the building of the Directorate General of Regulations and Legislation of the Department of Justice & Human Rights in Kuningan, Jakarta. Every day, since the beginning of October, dozens of people come with portfolios in their hands, and leave only after handing over the documents to the registration officials. In time,
