Pothole-filled Roads

Potholes are an annual phenomenon that appears with every rainy season. Bogor, for example, looks as if it does not have a regent because the potholes are prevalent, and unattended, on all the roads across the region.

Perhaps these holes will be quickly patched with asphalt only to be broken down again when the next rainy season comes. The repair has become a regular seasonal project following each rainy season. Why do
