The tyranny of judges is threatening the world. In just one decade, there has been a rush to force world politics to yield to judicial procedures. Henry Kissinger wrote that a systematic debate on this threat is yet to be conducted in his article The Pitfalls of Universal Jurisdiction, which appeared in the July-August 2001 issue of Foreign Affairs.
