The Commission on Truth formed by Timor Leste has concluded that there were serious basic human rights violations there. Even so, a court trial will be a last option.

THE 200-page file finally changed hands. The President of Timor Leste, Kay Rala Xanana Gusmao, turned it over to the leader of Timor Lestes parliament last November 28. The document is the final report of the countrys Commission on Acceptance, Truth, and Reconciliation (CAVR). It contains a long list of basic human rights violations in Timor Leste, extending from 1974 through 1999.
