A Distressing Policy

The government is drawing up rules to protect its officials from the threat of prosecution. This could stall the eradication of corruption.

IN late April of this year, Vice President Jusuf Kalla assembled economic ministers at his office on Jalan Kebon Sirih, Central Jakarta, to discuss the use of the 2006 State Budget funds, which caused some concern for Kalla. Finance Minister Sri Mulyani disclosed that only 21 percent of the budget had been disbursed.
