THE odd thing about Indonesia is that while there's a lot of corruption, there appear to be very few corruptors. Almost every day, complaints are heard about corruption everywhere: in police stations, banks, ministerial offices and subdistrict offices. But it's very difficult to actually pinpoint any culprits.

There are many cases of corruption reported in the press but none of the thieves are in fact identified. The majority of them seem to
