The handling of quake victims has not been smooth. The National Agency for Disaster Control and provincial government are at odds.

MARTINAH was walking back and forth at the quake relief aid post on Jalan Hiu, Pasir Ulak Karang subdistrict, Padang. In the tent, she found nothing but a carton of bottled water. Several post tenders were sitting under shady ketapang trees at the roadside.
