Ties between the president and his military have been strained by the fateful memorandum. Legislators from the military voted against their commander in chief. But those in the know still rule out a military coup, for now.

The Veterans Communication Forum of the Indonesian police and military, an umbrella organization for retired top officers in Jakarta, met earlier this month after the fateful 'memorandum' was issued against President Abdurrahman Wahid.
