Indonesias police force once again was mired in controversy. And once again the star of the show was the Jakarta police chief, Inspector General Sofjan Jacoeb. In a dramatic ceremony last week, Jacoeb went ahead and replaced senior officers immediately underneath him, even though national police chief General Dai Bachtiar had asked him to delay the appointments indefinitely.

Five strategic posts were involved. They included the directorate of dete
