THE Ciliwung River flows from Mount Pangrango in Bogor, West Java, down into Jakarta Bay, 120 kilometers to the north. In 2014, then Jakarta Governor Joko Widodo drafted a regulation to normalize water flow in Kampung Pulo in order to fight the nearly constant flooding during the rainy season.
