Dwi Djoko Wiwoho's whereabouts remain a mystery to his family in Jakarta.

Over the last three months, their attempts to communicate with the director of Batam's One-Stop Integrated Service Center have been in vain. He is not answering his cell phone.

"I sent a message to his Facebook account and got no answer either," Vitri, Djoko's younger sister, told Tempo on Thursday last week.
