THE Indonesian Military (TNI) is facing the same problems in the air and at sea: a shortage of battle equipment and patrol vessels. The air force lacks aircraft and the navy has a limited fleet. Even worse, the central government does not have enough funds to overcome the problems. Because of that, the Indonesian Navy decided on a short cut by asking provisional governments to provide the equipment needed to patrol Indonesian waters.
