NEARING his retirement, General Surojo Bimantoro is certainly very busy. He will turn 55 on November 3 this year and—unless there's a dramatic change in the current political atmosphere—he will soon have to turn in his command baton as National Police Chief. But before that happens, he's getting ready. As well as transferring 50 officers to strategic posts at the top of the police force, Bimantoro has shrewdly cut himself into some
