Although they are different in place and time, the Lampung (1989) and Tanjung Priok tragedies (1984) have similarities. Both human rights violations have Muslims as the scapegoat. And the development of both cases suggests that out-of-court settlement is easy to start but harder to maintain. Similar to the Tanjung Priok case, lately the victims of the Lampung incident who signed the islah agreement have voiced their disappointment. Forty-five o
