THE face of Indonesia throughout 2003 resembles a map dotted with flashpoints. The causes of violent conflicts differ from region to region. It can be over religious differences, public anger over the division of a province or just plainly, fighting between the security people.

A case in point is what happened in the South Sulawesi district of Luwu early in December when Indonesian Military (TNI) soldiers clashed with members of the National Polic
