THE peace talks assembled with great difficulty over a period of six months are in ruins. The Cessation of Hostilities Agreement (CoHA) between the Indonesian Government and the Free Aceh Movement (GAM) failed to bring peace. Both sides blamed the other for the failure. The Joint Security Committee, consisting of representatives from the Indonesian Government, GAM, and the Henry Dunant Centre, has ceased to exist. To top it all, President Megawat
