The Mayor of Padang tried to make headscarves compulsory among girls in high schools. But his good intention fell through when non-Muslim students were forced to wear them.

NO one is questioning the good intentions of Padang Mayor, H. Fauzi Bahar. He is duly concerned with student gang fights, with illegal lotteries and other disruptive elements in his city. One of his good intentions was to enforce female students in public and private high schools to wear a solid-color tunic top and headscarves to cover their heads.
