ANY policy that is intended to raise the welfare of state officials, especially those in the lower ranks, must be welcomed. This includes the government's plan to pay the 13th salary this month. It is fitting compensation because this year, civil servants' salaries were not increased, despite the fact that the salaries of some of them, including those of the police and the military, are less than the regional minimum wage.
