Noble Effort but No Preparation
The governments plan to provide the poor with direct subsidies is a noble effort, but its implementation is bound to have problems and unlikely to empower people.

THERE is no question that the poor need to be helped. In fact, this countrys constitution mandates the government to implement this noble task. The question is, who are the poor in Indonesia and what is the best way to come to their aid?
