THE death penalty is always a controversial issue. Several countries still believe it is a good shock therapy against crimes that endanger society. But many others see the death penalty as a violation of human rights, and cast doubt on its effectiveness in deterring crime. Problems arise if citizens of nations that oppose the death penalty are sentenced to death in other countries.
