The case of Global TV is an example of how chaotic the licensing system of the electronic media is, as a result of the government being the sole regulatory authority. The process of granting licenses is not conducted transparently. There is also buying and selling of licenses, leading new license holders to change their broadcast format, contrary to what they had agreed with the license granting authority. These last two phenomena could cause a
