THE Dipasena shrimp-pond in Lampung has long been problematic. To be exact, it was since 1999, when the 16,250-hectare land—about one-fourth the size of Jakarta—was submitted by its owner, Gadjah Tunggal tycoon, Sjamsul Nursalim, to the Indonesian Bank Restructuring Agency (IBRA) to pay off its debts. IBRA set the price at Rp20 trillion. That ‘special price’ was derided by the Coordinating Minister for the Economy, Finance & Industry, whi
