THE Dipasena shrimp-pond in Lampung has long been problematic. To be exact, it was since 1999, when the 16,250-hectare land—about one-fourth the size of Jakarta—was submitted by its owner, Gadjah Tunggal tycoon, Sjamsul Nursalim, to the Indonesian Bank Restructuring Agency (IBRA) to pay off its debts.
