The Jakarta bylaw on public order is important, but if they do not address the issue of poverty, its 76 articles will be meaningless.

PEOPLE who are unable to see below the surface find it difficult to solve complex and intricate problems. Jakarta Bylaw No. 8/2007 on Public Order, which is now being publicly disseminated, may well drive beggars, vagrants and street hawkers away from public areas.
