WHEN President Sukarno decided to break off diplomatic relations with Kuala Lumpur on September 17, 1963, the peninsular nation reacted with alarm. Even more so when the following year the Indonesian leader proclaimed the so-called Two People's Commands (Dwikora) with its two main aims of "intensifying the resilience of the Indonesian revolution" and "assisting the revolutionary struggle of the people of Malaya, Singapore, Sabah, Sarawak and Brunei."
