THE bill on freedom of information has followed a long and winding road. On October 10, the House of Representatives (DPR) failed to ratify it because the government refused to allow sate-owned enterprises to be categorized as public bodies. The debate covers the question of whether state-owned companies can be categorized as being in the public domain or not.
