THE words “democracy” and “human rights” are still seen as a threat in this region. At least, that is the impression that emerged during the 13th ASEAN Summit held in Singapore last week.

After a meeting characterized by discord, the ASEAN Charter was finally signed by the 10 member states, including Indonesia. It is fair to say this was a historic moment, coming as it did on ASEAN’s 40th anniversary. Many hope the Charter will turn th
