THE problem involving PT Kaltim Prima Coal and PT Perkasa Inakakerta in East Kutai is yet another example of legal uncertainty in Indonesia. The central government and a regional administration have different interpretations of the same regulation. What is worrying is that this is not the first time there has been a dispute over mining and the management of forestry products. We wonder whether the center or the regions learned anything at all fro
