BY selecting Boediono as his running mate and not someone from the coalition of parties supporting him, Susilo Bambang Yudhoyono seems to be making a significant statement. Although he has not explicitly said so, SBY, who is known to be calculating, is placing a person’s quality and record above the interests of building a coalition.

Most importantly, this should be seen as an appreciation of meritocracy, despite the considerable “political
