WITHOUT radical change, the National Police Force is unlikely to meet the public’s demand for reform. Recently, the word reform has become nothing more than a combination of letters used repeatedly to fend off criticism or change the subject. The National Police Force is in a critical condition. Changes must involve a massive reorganization, starting with a replacement of the leadership, and the involvement of outsiders.
