A Body for Alms
The state must not manage the mandatory alms-giving. Government collection bodies should be merged into a supervisory body.

THE low intake level of Islamic alms or donations (zakat) does not need to be increased through cursory means such as amending laws. The political decision to change the current Zakat Law No. 38/1999, will certainly contain many weaknesses. In fact, in the long run, the effort to change society's normative understanding into positive law can be dangerous for state life in this country, which is based on the five points of Pancasila.
