THE debate on the increasingly large number of Indonesian scientists working overseas needs no emotional response. With such high mobility as we have today, it is useless to be worrying about the phenomenon known as the brain drain. Just like the two sides of a coin, a brain drain has its good as well as its bad side.

The good side does not mean overlooking the need to overcome the problem based on the conservative view that brain drain is a los
