THERE is no end to the scorn directed at the National Police. This law enforcement institution has been accused of many failings, most recently its dismal failure to monitor and control social conflicts, despite clear warnings. Yet, instead of restoring public trust, the police have been acting rather strangely, causing people to ask what is wrong with the police.
