PERHAPS it is not a new building that the House of Representatives (DPR) needs. Perhaps what the legislators need are a new set of moral and ethical standards that will make them more sensitive to the people’s suffering and the efficient use of state funds. Many people are opposed to the plan of constructing a new DPR building, but two weeks ago, the DPR itself announced that the planning had reached the final stage.
