CONGRATULATIONS are all very nice, as long as the reason behind them is clear. In an increasingly difficult world, with so many natural disasters, recently a strange phenomenon has appeared: a rash of giant banners. They are not promoting products or providing information about government programs: they contain messages of congratulations from or to senior officials, especially to the president.
