THIS serious threat stems from the offices of the State Intelligence Agency, or BIN, headquartered in South Jakarta. The concern is that this organizationthrough the recently enacted Law on State Intelligencewill have sufficient arsenalto jeapordize democratic lifestyles, and disturb human rights.

BIN needs to strengthen its existence through this regulation. However, it cannot be done on the back of civilian rights. To provide BIN with a legal um
