If the government is run effectively, and no one knows when that will be, an urgent priority must be the war against drugs and illicit substance abuse. Economic recovery is indeed important, as is the security and unity of the country, but the danger of drugs cannot be ignored. Data at the National Drug Coordination Agency shows that drug related crimes have increased significantly. In 1999 there were 1,279 cases. In 2000 it jumped to 2,701cas
