Revisions Needed, Not Recentralization
State decree 22/1999 on regional autonomy is to be completely revised. But recentralization is certainly not needed. Local elections could be one way out.

IT'S very difficult to deny that the current proposed revisions to the state decree on regional autonomy are part of central government's efforts to grab back some control of regional affairs.
