The chaos surrounding Surojo Bimantoro is perhaps a reflection of the disorganized state of the Indonesian Police as an institution. The police general refused to hand over the commander's baton although President Abdurrahman Wahid had officially suspended him as police chief. The reason given by the senior officer from Gombong was that the president's decision was in violation of People's Consultative Assembly (MPR) Decree Number VII Year 2000 and
