THE Covid-19 pandemic seems not to have taught the government anything about how to produce effective public policies. Now entering its third year, endeavors to deal with the pandemic have been reactive and makeshift. The government has never been steadfast in protecting the people from the threat of infection through policies that are scientific and based on data.
