THE way the House of Representatives (DPR) and the government behave in the deliberations of the Health Bill is exactly the same as how a doctor acts in the emergency room: privately and quickly. The difference is that while a doctor works carefully to save a critical patient, the two state institutions have no reason at all for haste in passing this bill drawn up using the omnibus mechanism.
